What is digging shallow holes in my mulch?

We laid cedar mulch in our landscaping, and every morning there are “clear” spots in the mulch where something has been digging. Does anyone know what that might be and how we can stop it? The spots are all over where the mulch is. We live in the northeast Michigan area on a small inland lake.

If your neighborhood is anything like mine is, I’d guess squirrels. Our yard is full of them and they are always digging little holes, in mulch, in dirt, in potted plants, you name it.
